Barnes sits in the London Borough of Richmond upon Thames, which counts 85 conservation areas - more than almost any other London borough. The governing policy is Policy 29, Designated Heritage Assets, in the Local Plan 2024-2039 adopted in October 2025. It requires that all proposals in conservation areas "preserve and, where possible, enhance the character or the appearance of the Conservation Area".
The practical detail sits in the council's House Extensions and External Alterations SPD (2015), sections 5.4 and 5.5. It states plainly that "Timber lasts longer and is always preferable because uPVC can never fully replicate the original appearance", and that where an original window is beyond repair it should be replaced with one of the same shape, size and design.
