Hampton is in the London Borough of Richmond upon Thames. Its Local Plan 2024-2039, adopted in October 2025, carries Policy 29 on designated heritage assets, which requires appropriate materials and techniques and "strongly encourages" repairs to be carried out in a correct, scholarly manner.
Richmond's published position on plastic frames is direct. Its conservation area FAQ says that because replacement materials must be of similar appearance to the original construction, "plastic looking windows and doors are not likely to be acceptable replacements to timber or crittal windows". The same page confirms the constructive route: double and triple glazing inserted into timber frames keeps the appearance consistent and is unlikely to need permission.
It also asks you to consider the whole window, not just the frame - opening type, glazing bar pattern, horns to sashes and depth of reveal. On the Hampton Village frontages that reveal depth is the detail that most often gives a replacement away.
