Did the boundaries change recently?
Yes. On 19 November 2025 Ealing's planning committee extended the boundaries of fourteen conservation areas, including Acton Town Centre and Bedford Park, and reduced seven, including Acton Green and Acton Park. Checking the current map genuinely matters here.
Is Bedford Park in Ealing or Hounslow?
Both. The garden suburb straddles the boundary and each council has designated its own side, with different Article 4 scopes and dates. Ealing designated in 1969 and extended in 1994 and 2004; its Article 4 records date from 1970, 1985 and 2007.
What does Ealing say about uPVC windows?
Its conservation areas FAQ states that because replacement materials must be of similar appearance to those used in the original construction, "plastic looking windows and doors are not likely to be acceptable replacements to timber or crittal windows". Its Generic Management Plan adds that PVC-U frames are generally "not felt to be able to replicate the quality and appearance of original timber or metal windows".
What does Ealing accept instead?
The same FAQ says double and triple glazing can be inserted into timber frames, which keeps a consistent appearance and is "unlikely to require planning permission". Note also that flats and houses converted to flats never have permitted development rights for windows or doors in Ealing.
Acton and Ealing's windows policy
Acton is in the London Borough of Ealing. The adopted development plan here is older than most: the Development Management DPD of December 2013, whose Policy 7C on heritage requires development in or affecting a conservation area to "retain and enhance characteristic features and detailing and avoid the introduction of design and materials that undermine the significance of the Conservation Area".
Ealing's new Local Plan was submitted in November 2024 and was still in examination through 2026, so it is not the adopted policy. The window-specific guidance sits in the Generic Management Plan for Conservation Areas of March 2023, sections 5.25 to 5.40, which sets a presumption of like-for-like replacement and rules out top-hung, bottom-hung or pivoted openings unless they were part of the original design.
Ealing's Article 4 directions that explicitly name window and door replacement are at Brentham Garden Estate, Ealing Town Centre - The Grove, Hanger Hill Garden Estate and Hanger Hill (Haymills) Estate. None of those is in Acton, though Bedford Park carries its own direction on both sides of the boundary.
