What does the Bedford Park Article 4 direction actually restrict?
Hounslow confirmed an Article 4(2) direction for Bedford Park and Gunnersbury Park on 24 July 2001. It applies where development fronts a highway or open space, and it captures "the enlargement, improvement or alteration of a dwellinghouse (i.e. any extension, any new window or alteration to a window opening and cladding)", porches, hardstandings, walls and gates, external painting and chimneystacks. Rear elevations that do not front a highway or open space are not caught by the direction.
Can I fit double glazing into a Bedford Park sash without planning permission?
Hounslow's own guidance says so: "In the case of double hung sash windows, where this is like-for-like, but double glazed, Planning Permission is unlikely to be required." The same document states that "like-for-like replacements will not require Planning Permission", and that permission is needed if the replacement differs in size, material, design or form.
Will Hounslow accept uPVC or aluminium on a Bedford Park frontage?
Its guidance is explicit: "PVCu, aluminium, replacements are not usually considered appropriate." The adopted SPD adds that "substituting a timber sliding-sash with a PVCu or aluminium replacement will not normally be acceptable", because these materials do not always satisfactorily replicate the timber frame design.

All of them except Bedford Park. Chiswick is in the London Borough of Hounslow, which has around 29 conservation areas. Eleven of them sit in or immediately around W4, which is why so much window work here needs checking before it is ordered.
But only two Hounslow conservation areas carry an Article 4 direction affecting windows: Bedford Park and Gunnersbury Park. That direction, confirmed on 24 July 2001, only bites where the development fronts a highway or open space. Rear elevations behind the building line are outside its scope.
