When do I need planning permission for windows in Fulham?
Hammersmith & Fulham states that installing replacement windows in a single dwelling house "does not generally need planning permission, except where a change of window frame material is proposed (e.g. timber to PVCu and vice versa)". That single rule decides most Fulham jobs.
What about a flat or maisonette?
H&F says replacement does not require permission "so long as the replacement windows are identical like-for-like replacements in terms of appearance and material". Permission is likely to be required if they differ in material, opening style, subdivision or frame thickness, glazing bar pattern, glazing type (single to double or triple) or the size of the opening. Freeholder consent may be needed separately.

Does H&F ban uPVC?
No, but it discourages it. Its Planning Guidance SPD says owners of properties with unsuitable replacement windows, "including PVC (plastic) windows, will be encouraged to change them for those of a more appropriate design and materials to match the originals when an opportunity arises".
