Which Ealing Article 4 directions actually mention windows?
Four spell out window and door replacement: Brentham Garden Estate (made 1976), Ealing Town Centre - The Grove (2013), Hanger Hill Garden Estate (1976) and Hanger Hill (Haymills) Estate (1997). If your address is inside one of those, planning permission is required for a change of window or door.
Does Bedford Park's Ealing Article 4 name windows?
Not in the published scope. Ealing's Bedford Park direction lists enlargement, improvement or other alteration of a dwellinghouse, roof alterations, porches, curtilage buildings, hard surfaces and antennas. Window changes are captured through the "improvement or other alteration" limb rather than being itemised the way Hounslow does on its side of the boundary.
What is the adopted policy in Ealing?
Policy 7C, Heritage, in the Development Management DPD adopted December 2013, supported by Policy 7.4 on local character, which asks development to complement the street sequence, building pattern, scale, materials and detailing of its area. The new Local Plan was still at examination in 2026.
Do flats in Ealing need permission for new windows?
Yes. Ealing states plainly that flats and houses converted to flats do not benefit from permitted development rights, so planning permission is always needed to change doors and windows - regardless of conservation area or Article 4 status.
Can I improve thermal performance in a conservation area here?
Ealing's FAQ says double and triple glazing can be inserted into timber frames, keeping the appearance consistent, and that this is unlikely to require planning permission. Its Generic Management Plan says more efficient windows will be considered on their merits against the like-for-like principle.
Ealing: four estates where the rules change
Ealing has around 30 conservation areas, and W5 and W13 contain the largest concentration of them. But conservation area status by itself does not remove your permitted development rights for a like-for-like window. An Article 4 direction does, and Ealing has four whose published scope names window and door replacement outright.
Those four are Brentham Garden Estate, Ealing Town Centre - The Grove, Hanger Hill Garden Estate and Hanger Hill (Haymills) Estate. Brentham and Hanger Hill Garden Estate directions date from 1976; The Grove from 2013; Haymills from 1997.
The adopted plan remains the Development Management DPD of December 2013, Policy 7C. The detailed window guidance is the Generic Management Plan for Conservation Areas (March 2023), which sets a presumption of like-for-like replacement, asks that paint rather than stain is used on timber, and rules out top-hung, bottom-hung and pivoted openings unless original.
